Director of the Air Transport Department:

The Director of the Air Transport Department is responsible for planning, organizing, directing and coordinating the work of the Air Transport Department, controlling it, and evaluating the performance of the Department's employees to ensure the efficient and effective achievement of its objectives. As required by the interest of the work, the Director of the Air Transport Department delegates a sufficient number of powers conferred upon him to the observer of international relations and the observer of flight operations in a manner that ensures speed, ease and flexibility in the way work is done, its procedures and the performance of employees. It also proposes policies and procedures that would develop and develop air transport activity in the State of Kuwait and submits these proposals and recommendations to officials in the General Administration of Civil Aviation to take the appropriate decision in their regard.

The following three organizational units are subject to the supervision of the Director of the Air Transport Department:

  1. Coordination and Follow-up Section.
  2. Flight operations control, consisting of:
  • Section tables.
  • Department of Statistics.
  • Air Transport Market Section:
    • Licensing Division.
    • Complaints Division.
  1. Monitoring international relations and consisting of:
  • Department of Air Transport Studies.
  • Air Transport Agreements Section.
  • Department of Organizations.

 

Coordination and Follow-up Section:

The office of the Director of the Air Transport Department reports directly and undertakes the following tasks:

Tasks and procedures:

Receiving the incoming mail and sorting it at the relevant departments of the Air Transport Department after being approved by the Director of the Air Transport Department.

  • Preparing, keeping and archiving all private correspondence of the administration electronically.
  • Preparing, preparing and following up the department's financial budget in coordination with the Financial Affairs Department, the Information Systems Department, the Administrative Affairs Department and the relevant authorities.
  • Securing the departments' needs (stationery - furniture - various electronic devices. etc.).
  • Supervising the follow-up of maintenance work in the department.
  • Follow up on all administrative matters for employees.
  • Preparing training plans for the administration inside or outside Kuwait.

Flight operations control:

The Aviation Operations Controller undertakes the tasks of organizing and directing the oversight work on his departments, in addition to evaluating the performance of the control personnel in a manner that ensures the achievement of the desired goals with high efficiency and submitting them to the Director of the Department, as well as submitting suggestions and policies that would develop the control work and submit them to the Director to take the appropriate decision regarding them.

The Air Transport Control for International Relations follows the following sections:

  1. Tables section
  2. Statistics Department
  3. The Air Transport Market Division, which includes two divisions (Licensing Division and Complaints Division).

 

Tables section:

Tasks and procedures:

  • Examining the requests received from the administration regarding the operation of flights according to their classification, in coordination with different departments, and submitting them to the administration in preparation for final approval.
  • Preparing the necessary permits related to trips.
  • Preparing approvals for the seasonal operating schedules for airlines operating at Kuwait International Airport in cooperation with the Agreements Section in preparation for their approval.
  • Issuing approvals for annual permits for government and military aircraft for all countries in coordination with the Ministry of Foreign Affairs and the Ministry of Defense.
  • Issuing daily movement schedules with defining aircraft parking spots according to special conditions and rules for distributing aircraft.
  • Follow-up on the commitment of airlines' flights to the deadlines set for them, in coordination with the Operations Department (MCC) at Kuwait International Airport and submit the necessary reports in this regard.
  • A contract was signed with (PDC) to operate the SCORE program for distributing daily flights for airlines operating at Kuwait International Airport, in order to facilitate the smooth flow of movement and the distribution of flights around the clock. Recently, the necessary work has been done to provide a detailed course for (10) employees in the said program so that they can later train the rest of the department's employees to prepare them to use the program with all airlines operating at the airport. The program was linked with the civil aviation server and the e-mail of some employees of the program's department was activated.

Department of Statistics

Tasks and procedures:

  • Coordination with aircraft operators from national and non-national airlines, special purpose airlines, civil government aircraft operators and other users of civil airports in the State of Kuwait, in addition to ground service providers at civil airports, with the aim of collecting and auditing statistical data for air traffic in the State of Kuwait.
  • Collecting, classifying and checking all statistical data related to air traffic.
  • Entering statistical data into the air traffic database of the State of Kuwait.
  • Updating and developing the data collection mechanism in order to organize the work of the department and in proportion to the volume of movement.
  • Preparing monthly and annual reports on the total air transport movement of the incoming and outgoing flights to the State of Kuwait, which are delivered to the Air Transport Department and to other official bodies, as well as to the companies specialized in air transport in the State of Kuwait.
  • special reports for air traffic and providing them to the Airports Council International (ACI) and the International Civil Aviation Organization (ICAO).
  • Serving research authorities by providing them with data, studies and research.
  • Suggesting recommendations to develop the work mechanism at the airport by carrying out studies and statistical analyzes and reviewing their results to the higher management to take the necessary action.
  • Issuing studies on future forecasts of air traffic and providing the administration with recommendations in order to develop the work mechanism at the airport in line with the forecasts of future air traffic.

The Air Transport Market Division consists of two divisions (Licensing Division and Complaints Division):

Tasks and Procedures in the Licensing Division:

  • Managing and organizing the process of opening, renewing and amending the licenses of persons in the air transport market.
  • Keeping and organizing all records and files related to market persons.
  • Coordination with the relevant government agencies, especially the Ministry of Commerce and Industry or any other non-governmental entity.
  • Issuing approvals for applications for the establishment of companies operating in the field of air transport received from the Ministry of Commerce and Industry or any other entity in coordination with specialized departments.
  • Preparing, saving, archiving and printing all correspondence related to the work of the Division.

Duties and Procedures of the Complaints Division:

  • Receiving and investigating complaints from the traveling public against market people and taking the necessary measures.
  • Receiving complaints from market persons against market persons and taking the necessary measures.

Receipt of violations signed by airlines operating at Kuwait International Airport that are monitored and investigated by the Ministry of Interior, for violating the provisions of Article (14) of Executive Regulation No. (6) and the circulars of the General Administration of Civil Aviation regarding the instructions of the General Department of Immigration at the Ministry of Interior.

  • Preparing reports on complaints that are submitted to the competent committee in accordance with the laws and regulations regulating this matter, in order to take the necessary legal measures in this regard.
  • Managing and organizing the necessary approvals for requests for group trips submitted by tourism and travel offices in accordance with the provisions of the law regulating the air transport market in the State of Kuwait.
  • Preparing, saving, archiving and printing all correspondence related to the work of the Division.

Air Transport Control for International Relations:

The International Relations Controller undertakes the tasks of organizing and directing the supervisory work on the departments affiliated to it, in addition to evaluating the performance of the monitoring personnel in a manner that ensures the achievement of the desired goals with high efficiency and submitting them to the Director of the Department. And also, to submit suggestions and studies that would develop the work of monitoring and submit them to the director of the department to take the appropriate decision in this regard.

Air Transport Studies Department:

Tasks and procedures:

  • Following up on the policies and regulations of air transport in the State of Kuwait and the most important developments in the field of air transport industry and responding to changes in what is required to develop air transport in the country.
  • Establishing a database on bodies and organizations specialized in the air transport sector (airlines / shipping companies / tourism and travel offices).
  • Inventory and follow-up the activities of regional and international organizations related to civil aviation.
  • Inventory and follow-up of international publications issued by (ICAO) and (IATA).
  • Coordination and cooperation with the rest of the departments of the Air Transport Department to find out changes in air transport policy and regulations.
  • Preparing reports and studies on air transport in Kuwait by following up the level of movement at Kuwait Airport and using air transport data.
  • Preparing responses received from government agencies and other private companies on issues related to the air transport sector.

 

Air Transport Agreements Section:

Tasks and procedures:

The Air Transport Agreements Section undertakes several responsibilities, including coordination and preparation for holding discussions in the field of civil aviation between the State of Kuwait and other countries.

  • Concluding bilateral international agreements and protocols to regulate air transport services and update them in accordance with international air transport developments and the requirements of air transport for the State of Kuwait.
  • Follow-up on the implementation of the provisions of the applicable agreements and the operational arrangements agreed upon between the State of Kuwait and these countries, and this comes to enhance the country’s role as a financial, commercial and economic center in the Gulf region by attracting various international airlines and stimulating the movement of flights to and from Kuwait International Airport and linking it with the largest possible number of International airports, including the legal frameworks set by bilateral agreements, allow for this operational flexibility.

 

Organizations Department:

Tasks and procedures:

  • The Organizations Section is responsible for all matters related to organizations specialized in the field of civil aviation. The section is also the link between international organizations and the departments of the General Administration of Civil Aviation.
  • Follow-up correspondence between the competent authorities and international and regional organizations.
